First AGM at Delhi
“All India Forum of ESM in PSEs” conducted its first AGM on 18 Feb 2018 at BMS national office located at Pt Deendayal Upadhyay Marg, New Delhi. The AGM was attended by reps of PSEs from across the nation including major PSEs like ONGC, IOCL, NTPC, SAIL, BHEL, BDL, HPCL, BSNL, BDL, DMRC etc. All the reps expressed grieve and discontents over non implementation of pay fixation for ESM re-employed in unionised categories in PSEs. The Forum President informed all members that the Forum has given representation on the issue of pay fixation and reservation of ESM in PSEs to Hon’ble Minister of State (Personnel) Dr. Jitender Singh, Hon’ble Defence Secretary, Secretary ESW, Secretary DPE, Secretary DOP&T etc. and has already explained about our legitimate demands which we are deprived of despite having provision in government policies/rules. He apprised the members that DOP&T has agreed to revise existing ambiguous CCS Order 1986 on Pay fixation of Re-Employed Pensioners’ and framed draft proposal on the issue vide its OM dated 18 Oct 2017 and final order will be promulgated after getting comments from DESW, DoE & DoPPW on the draft proposal. He also apprised that DPE has agreed to consider the pay fixation of ESM in PSEs after DoP&T revises the existing order. With statement of the president of the forum, a hope has erupted in PSEs ESM community that legitimate demand of pay fixation in PSEs will be realized in near future.
